As the Bay Area becomes closer and closer to the pending electrification of the Caltrain, my office is trying to brainstorm ways to lift Palo Alto to number one in innovation, modernity, and livability --serving as a pioneer for cities around us. With imminent complications that will arise due to electrification and the accompanying increase in speed and frequency of Caltrain, my office is hoping to explore the possibility of undergrounding Caltrain. We feel that there is no better time than now, as Caltrain will soon be undergoing major changes. The goal of undergrounding would be to decrease congestion, avoid grade separation (which would inherently cause issues of eminent domain for houses near Caltrain intersections on Alma and Park), improve safety, and allow for the eventual high speed rail. While the cost is certainly expensive (estimates around $1.5 billion), we want to explore options of funding through value capture, which would lessen the weight placed on individual taxpayers.
